What can be done about sun fading on a 9 x10 real persian rug?
One fourth of the rug has faded over about 1/4 of the area in one quadrant. The fading is difficult to see at night under normal lights but stands out during the day when looked at an angle to give an idea of the degree..
Is there some sort of treatment for these rugs that will bring back the color and make it consistent?

No. You can prevent further fading with drapes, but you’re stuck with the color now.
Yes, it can be spot re-dyed; it’ll be expensive, but if it’s a handmade wool or silk persian rug, it may be worth it.
And put some UV filtering film on those windows.
